My Background

I am a Canadian citizen living in Montreal. I received from Bachelors Degree in Engineering from McGill University in 1976 and subsequently earned an MBA in 1979, also from McGill.

After two years with a mining company as an engineer, I joined the Management Consulting Department of an established Montreal-based engineering consulting firm in 1981. Most of this Department’s work entailed the provision of management and regulatory services to a few Canadian electric utilities located throughout the country – the main ones being TransAlta Utilities (Alberta), Newfoundland Light and Power and Maritime Electric (Prince Edward Island). This is where I developed much of my expertise.

My financial and engineering educational background, coupled with the consulting work for the firm’s electric utility clients, led to the development of my specialties in tariff design, financial analysis and capital project evaluation. My employer had also begun undertaking international development projects funded by lending agencies such as World Bank and, as a result, I slowly entered into conducting more and more work of a similar nature internationally. Thus, my job took me to Haiti, Madagascar, Thailand and India on different projects.

In 1996, I became an independent consultant. By now, most of my professional opportunities were in an international venue, and typically involved development projects. Since that time, I have worked on consulting projects in Afghanistan, Armenia, Azerbaijan, Belize, Canada, China, Egypt, Haiti, India, Kenya, Mongolia, Pakistan, Palestine, Papua New Guinea, Philippines and Russia.
