Power Sector Business OpportunitiesI have identified a few opportunities by going through procurement notices from various sources. These are projects in which I can participate as part of a consulting team. My CV in a proposal might help win the job.... World Bank notice WB2616-754/09, Third Party Consultancy Services for Preparation of a Sustainable and Efficient Long Term Capital Investment Plan for Dakshin Haryana Bijli Vitran Nigam (DHBVN) in Haryana, India. The purpose of this project is to prepare a business plan of sorts, while examining a few particular issues (e.g., social/ economic impact of the plan, losses). Quite doable for me as Team Leader. EOIs are due July 31/09. World Bank notice WB2550-754/09, Consultancy Services: Tariff Strategy Assessment Study , Yemen. This looks like a standard electricity tariff study, from the rather brief description pprovided in the procurement notice. I can lead or be part of a 2-3 person team, depending on the TOR. EOIs are due July 11/09. ADB TA:VIE 7262-01, Capacity Building of Renewable Energy Development Part 2: Capacity Building For Mini-Hydropower Development, Vietnam. I read the TOR for this sometime before I was able to post it, so I am missing some info because the EOI date expired. Anyway, this looks really interesting and in-depth, mainly because the consultant doing the feasibility work also does the implementation - and it is not only mini-hydro, but also rural electrification and grid rehabilitation in poor areas. Hopefully, the required person-months reflect all this work. This would be a good "Team Leader" undertaking for me, as long as I don't need to be full-time in Vietnam. EOIs were due sometime in late May or early June I imagine. World Bank notice WB2391-753/09, Renewable Energy Supply to the Four Island Grids in Tonga. I can easily do all the required financial modelling, something I have many times before for electric utilities. But I like this project because of the renewable energy focus. EOIs were due June 19/09. World Bank notice WB2355-753/09, Selection d'un Consultant pour la Réalisation d'une Étude Tarifaire de l'Énergie Électrique, Côte d'Ivoire. Une étude tarifaire!! Need I say more? Les manifestations d’intérêts étaient dues le 26 juin/09. World Bank notice WB1944-751/09, Consultancy Services to Set Up a Utility Regulatory Authority , Mauritius. I can provide significant input to this job on economic regulation, including such issues as design of the tariff setting process and related requirements. EOIs were due May 28/09. World Bank notice WB1812-751/09, Regulatory Model for Power and Water Sectors , Lesotho. This job seems to entail the development of regulations and standards for the regulatory authority. I would think I could handle the economic aspects of the job (the procurement notice is rather strangely written), but I would have to see the detailed TOR. EOIs were due May 12/09. ADB CDTA:SRI 39419-01, Capacity Building for Power Sector Regulation, Sri Lanka. I can have a go at this one as the "Regulatory Expert and Team Leader" (as defined in the TOR for this job), although someone with actual experience running an electricity regulatory body might be preferred (but you never know). I could, however, easily undertake the "Tariff Expert" position - it will be hard for anyone to produce a better CV than mine for this one. EOIs were due Apr 27/09. World Bank notice WB1162-747/09, Regional Power Trade Project, Nile Basin, Africa. This is a "basin-wide study of power development options and trade opportunities" covering eleven countries. This looks interesting - a big interconnection study with zillions of alternatives, taking into account economic, financial, technical, environmental, social and political considerations. Well, I have dealt with all these issues before as Team Leader. But, short of that, I can specialize on the economic and financial issues. EOIs were due May 10/09. World Bank notice WB1324-748/09, Consultancy for Introduction of Renewable Energy for Groundwater Pumping for Multiple Use, Pakistan. Solar panels or wind power for tubewells? This also sounds interesting. Actually, because many tubewells are located in relatively isolated spots, they could be well-suited for this kind of technology. There appears to be relatively heavy economic and financial analysis component here for me. I can also take on a role as Team Leader. EOIs were due Apr 25/09. ADB PPTA: BAN 37113-01, Power System Efficiency Improvement Project, Bangladesh. Even though this is about power system efficiency and involves significant specialist work in energy efficiency at the customer end, the Team Leader tasks are more for a power system management-type expert like me, and one who knows ADB and has previous ADB Team Leader experience. EOIs were due Apr 13/09. EBRD, Montenegro: Pljevlja District Heating - Feasibility Study. I can cover the financial analysis and modelling aspects. However, there is also a need for an "institutional, regulatory and socio-economic issues specialist". I don't think anyone can be "specialist" enough to cover all three of these in any great depth, but certainly someone with well-rounded experience (like me) can be found who knows enough about them to perform a sound analysis. EOIs were due Mar 30/09. EBRD, Power Sector Assessment 2009, Regional (looks like all of the EBRD's countries of operations). The objective of this is to develop "an assessment model containing international best practice benchmarks relating to the various components of the legal and regulatory regime for the Sector, assemble both existing and original data relating to the relevant component from the EBRD countries of operation, populate the assessment model with the data collected, comparatively assessing the individual countries against the assessment model and each other, and otherwise drawing conclusions". I have a lot of varied power sector regulatory/ economic/ financial experience that would permit me to make a significant contribution to this job. EOIs were due Apr 2/09. World Bank notice WB1040-747/08, Proposed Tarbela 4th Extension Hydropower Project, Pakistan. Required services are for detailed design and construction supervision for a 1000 MW hydro plant. In the request for EOIs, they say "economic studies" are required, which I can undertake. I have very recent experience on two similar sized hydro projects in Pakistan. EOIs were due Mar 23/09. Although the EOI submission deadlines are getting a little old now, this one still seems to be alive judging from the occasional wayward hit I get on this site, which is no doubt a Google enquiry by someone wanting some news... World Bank notice WB990-746/09, Public-Private Partnership (PPP) Options for Future Power Generation In Montenegro. Given my regulatory and tariffs background, I can probably make a valuable contribution to this project - have to see the detailed TOR. EOIs were due Mar 23/09. World Bank notice WB677-745/09, Consulting Services: Preparation of the Feasibility Study for Thermal Power Rehabilitation Project, Ukraine. Economic and financial analyses are required. I can do these very, very, efficiently. EOIs were due Mar 20/09. World Bank notice WB660-745/09, Consulting Services to Undertake a Feasibility Study for the Development of the Tina River Hydropower Project, Solomon Islands. I can do all the economic and financial analyses required for the study. Hydro is my specialty area. EOIs were due Feb 20/09, subsequently updated to Mar 19/09. Again, I am getting hits from people looking for news on this one. World Bank notice WB665-745/09, Geothermal Power Generation Development Project , Indonesia. As cited in the notice, I can do the "economic, and financial analysis to determine financial viability and economic justification for investment". EOIs were due Feb 17/09. World Bank notice WB675-745/09, Cambodia Rural Electrification Strategy and Implementation Plan. I have just gone through the process described in the procurement notice for a rural electrification study in Papua New Guinea. EOIs were due Feb 19/09. World Bank notice WB398-744/09, Études de Préfaisabilité et de Faisabilité d’Amenagements Hydroléctriques de Dix Sites au Burundi. Je peux effectuer toutes les études économiques et financières. Les manifestations d’intérêt étaient dues le 9 fev/09. ADB PPTA: AZE 42401-01, Preparing the Power Sector Development Investment Program , Azerbaijan. I have recently worked on a couple of relevant ADB TAs as Team Leader. One was in Afghanistan, which was a study of small to medium hydropower development (there seems to be an emphasis on this in this current PPTA) and I am currently finishing a TA in Papua New Guinea, also as Team Leader, that has required the development of a power system investment and operational plan. I also have previous experience working in Azerbaijan. EOIs were due Feb 12/09.
World Bank notice WB149-742/09, Songo Songo Gas Development and Power Generation Project, Consulting Services for Technical Advisors, Tanzania. This job is a review and update of the Rumakali Hydropower feasibility study, conducted in 1998. I can cover all the economic and financial aspects, and perhaps act as Team Leader. EOIs were due Jan 30/ 09. EBRD, Preparing Small-scale Hydropower Projects, Tajikistan. I have recently worked on a similar job, as Team Leader, in neighbouring Afghanistan. EOIs were due Jan 18/09. EBRD, Strategic Planning for Hydropower Development, Kyrgystan. This is similar to the one in Tajikistan above. EOIs were due Jan 16/09. EBRD, Black Sea Energy Transmission Project, Georgia. This is a big job, looking at TARIFFS among other regulatory issues. EOIs were due Jan 17/09. EBRD, Kazakhstan: Roadmap for Developing a Competitive Kazakh Generation Market. This job has an extensive power system planning component, which might first appeal mainly to engineering consulting firms. However, there is also a second component that is more related to market and power sector reform that I would guess is more important to the EBRD. I have had exposure and experience in both areas, which may make me an ideal Team Leader. EOIs were due Jan 16/09. This is another one where I have got some hits recently, presumably from news seekers. ADB AOTA:PRC 42058-01 and 42058-02, Utilization of Foreign Capitals to Promote Energy Conservation, and Energy Efficient Power Generation Scheduling, PRC. There are two packages here having almost identical TORs. Given the number of person-months allocated to international and local experts, I suspect that this would be of interest to only Chinese consulting firms. The TORs are a mess (unusual for the ADB), but it appears that the only international input required in each case is that of an energy economist. I can do this. EOIs were due Jan 2/09.
World Bank notice WB4681-741/08, Réalisation d’une Étude Tarifaire de l’Énergie Électrique au Maroc. I am familiar with all aspects of electricity tariff studies, as I have performed well over 20 of these throughout my career. Also, je parle français. EOIs were due Dec 17/ 08. Frankly, I am surprised I haven't heard anything about this one since the call for EOIs was issued. I suspect that it is taking some time to get the RFP out. Still no news as of June 09. I think I might let go of this one soon. World Bank notice WB4690-741/08, Regional Transmission Development Project, Mozambique. I can be the economic and financial expert on this project. I do have some recent work experience in Mozambique. EOIs were due Dec 19/ 08. Perhaps this one is still alive... |
